Description:This session explores how instant payments reshape compliance in practice. Participants will examine regulatory updates, sanction screening reliefs, fraud prevention measures, and AML/CFT challenges within the 10-second execution window. Special focus will be given to Verification of Payee, sanctions dataset updates, and the “freeze vs. execute” dilemma, helping compliance professionals develop strategies to balance speed with regulatory obligations.


Learning Objectives: By the end of this session, participants will be able to:

  • Apply practical strategies to balance speed with compliance obligations.


Agenda:

  • Introduction: “SEPA Instant in 10 seconds” – regulatory changes and challenges (transaction flow, decision making within 10 seconds, partial relief in sanction screening requirements, fraud management).

  • Verification of Payee (VoP): benefits & limitations. Ex-ante approach in the forthcoming payment services package vs. SEPA Instant regulation.

  • Sanctions compliance: Immediate dataset updates; limited removal of transaction-by-transaction screening obligations; gaps around national, extraterritorial, and sectoral sanctions; payment purpose checks.

  • AML/CFT conundrum: freeze vs. instant execution – the “to be or not to be” dilemma.
